A	Not Demonstrated	Mere adherence to  established systems of operation without having knowledge about the rules and regulations The school head has made no efforts to establish operational systems. He/she is mechanically following the already established system without any customization and without any understanding of the rules and regulations
B	Developing	Already established operational systems are followed, the gaps in the fulfillment of rules and regulations are identified and acted upon The school head has tried to identify the gaps in the operational system regarding the compliance to rules and regulations. Attempts are made to optimize the system for better compliance.
C	Proficient	Operational systems are followed with complete understanding of rules and regulations, attempts to build systems covering all the relevant operational areas Attempts are made to build systems covering relevant school operational areas like human resource management, facility maintenance, accounts management, external/stakeholder collaborations, etc. However there is less flexibility of operational systems, and no attempt for continuous improvement.
D	Accomplished	Operational systems with clearly defined procedures, proper optimization for quality of the processes The operational systems are established for all the school level operations, and there are clearly spelt out procedures to follow. SOPs and operational systems complement each other. There is emphasis on quality of the operations. Compliance to operational system is reflected in the school’s day to day activities.
E	Distinguished	Advanced technology-supported operational systems, high process orientation and quality assurance The operational systems are supported with contemporary technology. The system ensures high quality of operations, facilitates high degree of flexibility, scope for optimization of operational systems to produce quality performance in administrative as well as academic activities. Successful efforts to showcase the operating systems to other schools.
